ABSTRACT
Although we deliberately chose to set the case example of the previous chapter in the period of fundamental change in the structure of British local government that is expected to occur during the nineteen-seventies, we believe there is nevertheless a great deal that local authorities can do in the more immediate future to put the suggestions we have made in Parts III and IV to the test.
