Noticeably, the physical scope of the framing under Article III would be limited. The Nile in the Sudan receives waters streaming from three potent headwaters in Ethiopia: the Baro-Akobo-Sobat basin, the Blue Nile (Abay) basin and the TekezeAtbara basin. In what appears to constitute an inadvertent composition, the Tekeze river system, a powerful tributary of the Nile proper had been exempted under the Anglo-Ethiopian Treaty regime.
