ABSTRACT
In this chapter, we shall take as axiomatic the efforts of the developing countries to formulate policies suited to improving their dynamic comparative advantage. We shall ignore political objectives and constraints, although it is accepted that these, and particularly the desire for economic sovereignty and autonomy in decision taking, may be of overriding importance.
