ABSTRACT

As in Chapter 9, the focus of this chapter is on strategies to achieve ‘development’. The overall theme is market-led development, but, as with discussions of the state in the previous chapter, there have been variations over time and between places in how this approach has been implemented. Markets have a part to play in state-led development strategies, but in this chapter we will concentrate on development theories and policies that advocate the operation of the market with few state controls, i.e. a ‘free market’ system.
