ABSTRACT

The educational system of Quebec is in rapid transition at the time. Acting on the recommendation of a Royal Commission on Education appointed in 1961, the government appointed a Minister of Education in May 1964, making him fully responsible for all levels and types of educational services. All public elementary and secondary schools are under the jurisdiction of municipal school boards, common or dissentient. When the reorganization began 1,500 of these operated Roman Catholic schools while 250 operated Protestant ones. Steps have been taken to regroup these under 55 regional school commissions. The teachers in the public schools are all prepared in confessional institutions. Three normal schools were established in 1857, McGill University assuming responsibility for one of them to prepare English speaking Protestant teachers. This participation has continued and increased and this is the one section of the university that may be said to be confessional.
