Bill Clinton had grappled with the question of whether to make a run for the White House in 1992 for many months. He made the formal announcement of his candidacy in early October 1991. Later that month, at his alma mater, Georgetown University, he presented a series of extraordinary lectures describing the reasons why he thought he could make a difference as President of the United States. He called these addresses the “covenant speeches.” Here is the first one, laying out his views on the state of the nation and the vision he would bring to the office.
