ABSTRACT
After his victory in the 1996 presidential election, in a moment of growing optimism about America’s future as the strong economic recovery begun in his first term continued to be marked by wage increases for millions and a decline not only in unemployment but the national deficit, President Bill Clinton spoke at his second inauguration. He described the United States, “at the edge of a new century, in a new millennium.”
