Oral language fluency is the ability to communicate in the target language in a broad range of situations in a way that is easily understood. This includes both informal conversational language and being able to talk about academic subject areas. The American Council on the Teaching of Foreign Languages (ACTFL) is a good resource for helping to understand and measure second language proficiency. ACTFL has a rubric that measures oral language proficiency on a scale from 0 to 5, where “0” signifies no functional competence, and “5” represents oral competence equivalent to that of an educated native (ACTFL, 1999).
