ABSTRACT
For centuries enforcement against piracy on the high seas has been customary international law. In modern times the Convention on the High Seas, 1958, codified this customary international law. 1 More recently the United Nations Convention on the Law of the Sea (1982, ratified 1994) took over the articles of the 1958 Convention virtually verbatim. 2 It also extended international law governing piracy to include the EEZs. 3 The navy of any country can arrest a pirate ship of any other country. Arrests may not be made in the territorial zone, except with the permission of the coastal state. 4
