ABSTRACT
Can any policy lessons be learned from the experiences of oppressed groups struggling to improve their living conditions and to shape their social environment in accord with their own values? This chapter examines how communities utilize “leverage points” to overcome constraints and reach their specific objectives, while fostering larger social transformations around them. To blend a concern for benefits with the critical selection of qualitative means for gaining them is the very essence of development conducted in the mode of liberation.1
