ABSTRACT
External forces usually show a great interest in Israel's elections and often try to influence them, though their actual effect is limited and frequently has the exact opposite of the desired impact. In2003, while many of the usual themes were present, there was perhaps less such intervention than in previous elections. But at the same time, Palestinian and Arab behavior and policies had a tremendous impact on the election, arguably determining its outcome.
