ABSTRACT
The notion of universality combines comprehensiveness and applicability. With regard to Islam, universality is based on the nature of the relationship between the Creator and His creation, the universe, life and all humanity. Qutb emphasizes the universality of Islam as a characteristic of the Islamic system ordained by hakimiyyah (sovereignty), the ultimate legal and governmental authority of the universe, life and humanity. He uses the universality of Islam as a conceptual tool in developing his theory of society.
