ABSTRACT

The basic questions that this chapter seeks to examine are of potential interest to all major democratic governments and societies. What role, if any, should the military play in combating terrorism? What lessons can be drawn from the experience of Britain and other Western countries? What are the proven most effective policy responses to terrorism compatible with the principles of democratic government and the rule of law? Can a democratic state defeat, or at least marginalise, a well-armed, wellfinanced and protracted terrorist campaign without undermining its basic institutions and principles in the process? And if so, how?
