ABSTRACT
This chapter examines the development of policing in England and Wales. It adopts the principle of policing by consent as its analytical framework and considers the methods that were used to advance this principle during the nineteenth century. It discusses the impact of changes affecting police work since 1945 on these methods and the measures that have been undertaken to reinforce them and the underlying principle of policing by consent.
