ABSTRACT

American political and military cultures worship science and technology. The results of this worship are not always bad. Technology innovation has its place in the advance of military strategy and the art of war. Commanders holding the advanced technology “high ground” will prevail against their opponents, other things being equal. In war, however, a contest between opposed wills and forces, other things are rarely equal. Technology is part of strategy, and strategy, part of policy: the possibilities for error and mischief under the best circumstances are enormous. And all this before the enemy has even been taken into account!
