      ABSTRACT

      The ten most well-known think tanks in China that have long provided policies and consultations for decision makers made their full debut at China’s first Think Tank Forum held in Beijing in November 2006.2 They included the Chinese Academy of Social Sciences (CASS), the Development Research Center of the State Council (DRC), the Chinese Academy of Sciences (CAS), the Chinese Academy of Military Sciences, the China Institute of International Studies (CIIS), the China Institute of Contemporary International Relations, the China National Committee for Pacific Economic Cooperation, the China Association for Science and Technology, China Institution for International Strategic Studies (CIISS), and Shanghai Institute for International Studies (SIIS).3 The ranking was based on the numbers of policies and consultations these think tanks had provided for the country as well as the influence of their consultations in fields such as politics, economics, cultures, military, and diplomacy. Most are semi-official think tanks affiliated with different government departments, and they have played an important role in the government decision-making process.
