ABSTRACT
A good starting point for this chapter would be to provide you with a definition of ‘policy’ in order that you can fully understand what it is you are studying. However, whilst many writers have tried to define the concept of ‘policy’, there is still a degree of ambiguity about what is meant by the term, and as a consequence there is a distinct lack of an agreed definition. This is partly because the concept and practice of policy are vast subjects and touch all aspects of our lives and partly because policy comes in many guises.
