ABSTRACT

Research has established that some developing countries are closing the (absolute) digital divide in the Internet with rich countries while others are not (see Chapter 5). What have not been investigated in this context, however, are the implications for equity of the differential experience of individual developing countries. This chapter seeks not only to determine which developing countries are or are not managing to close the absolute gap in the Internet, but also to examine the implications of this cross-country pattern for global equity. For this latter purpose, I have developed an analytical framework.
