ABSTRACT
In the first section of this chapter, I summarise the main results of the case studies in the different Council formations. The focus lies mainly on the discussion of explanatory factors that vary within sectors or even individual cases, but I also mention observations supporting or contradicting hypotheses related to factors constant within sectors when appropriate. I examine the relevance of constant factors in more detail in the cross-sectoral comparison in the second section of the chapter.
