ABSTRACT
Forty years ago the world’s government began assembling a system of international conventions, agencies and programmes to address the demands of environment and sustainable development. For their first 30 years, those structures more or less effectively addressed the needs of general policy sectors or specific issue areas. Over the last 10 years, however, it has become frustratingly clear that the governance framework established so far simply is not sufficient.
