ABSTRACT

In this chapter I will continue the story told in the preceding one, but now shift the focus to binding forces. My point of departure will again be the absence of a Nordic expansion story in the substantive sense: The Baltic States did not seem to internalise the welfare state principle of legitimacy and this influenced institutional developments in the remaining four functional categories.
