ABSTRACT
The fundamental reason why the decision to fund the Pergau project became such a cause célèbre was that it flatly contradicted official policy on development aid. It failed by a large margin to meet ODA’s project assistance criteria and it was indirectly connected to a promise of aid in return for a major arms export deal. Public dismay was further fuelled by the court ruling that the decision was unlawful.
