It takes both sides to tango for an aid project to be undertaken. So why did the Malaysian government want Pergau so badly when, both to ODA’s economists and engineers and to the power planners in Malaysia, it appeared seriously uneconomic; and why did the Malaysian government insist on the linkage between aid and defence sales?
