INTRODUCTION This chapter provides an up-to-date resume of current thinking of the European Commission. The following is based upon what became known as the Leon Brittan proposals which are expounded in the Commission working document SEC(92) 621 FINAL. Studies are continuing and improvements and preparations are being made constantly, but this chapter spotlights the principal features of the way banks are expected to respond to and operate in the single market.
