ABSTRACT

The objective of this chapter is to examine the extent to which countries have complied with selected EU conditions. It looks at the degree of domestic transformation the countries from the comparative set have undertaken as a reaction to EU incentives and normative influences. What changes have the countries introduced in their domestic institutions and policies in response to EU conditionality and have those been considered sufficient by the EU to certify their progress and admit them to the next stage of the pre-accession process? The chapter considers the degree and timing of reforms undertaken by the Balkan states as well as the rate of implementation of committed reforms, in particular, whether countries have sustained their compliance choices over time, or whether they have backtracked on reform commitments and avoided costly implementation.
