ABSTRACT
Human rights issues and opportunities today flow directly from a rich history over the past 250 years. Basic ideas formulated in the 18th century—about more humane treatment, legal equality, and greater freedoms for beliefs and actions—have persisted. But their applications have steadily amplified, bringing in additional groups and issues, a process that has made the precise list of widely accepted human rights a moving target.
