ABSTRACT
This chapter takes a closer look at the agency aspect of accountability by specifically mapping out who is being held accountable by whom in the crisis. The chapter takes stock of how the four actor types identified in Chapter 2 (i.e., peers, the public, the media, and the legal system) act across time and how their actions contribute to exerting accountability. The actions of these four key actors will be discussed in turn distinguishing whether elected officials or public servants are the focus of the accountability process.
