ABSTRACT

The expanding educational-industrial complex received a boost with passage of the federal legislation No Child Left Behind Act (NCLB; 2002). The words for-profit appear throughout the legislation. The lobbying organization Education Industry Association, whose membership reaps profits from providing supple-mental education services under NCLB, announced in 2011:

The education industry is poised for explosive growth in all of its segments from preK-12 through post-secondary education. In fact, education is rapidly becoming a $1 trillion industry, second in size only to the health care industry, and represents 10 percent of America’s GNP. Federal, state and local expenditures on education exceed $750 billion

(Education Industry Association, 2011f).
