ABSTRACT

Foundations and think tanks helped expand the educational-industrial complex through the support and initiation of public and government policies and by influencing public thinking. It is sometimes hard to make a clear distinction between a foundation and a think tank. A basic difference is that foundations give financial support to actual working projects designed to bring about social change while think tanks support experts to do scholarly research and write policy statements designed to influence public thinking and legislative action. However, foundations also support policy reports designed to influence politicians and public opinion regarding school policies.
