ABSTRACT
Public ownership, among the four major landowner classes, accounts for the largest share of all forests, perhaps 70 percent, or nine billion from a global total of more than 13 billion forested hectares. 1 Central government forestry agencies are the most widely recognized managers of these public lands, but national park and wildlife agencies, as well as provincial and local agencies in many countries, also manage extensive areas of forest.
