ABSTRACT
What can we conclude about the characteristics of forestry that make it different from other natural resources and from other sectors of the economy, about the participation of forests and the forest sector over the course of economic development, and about the market activities and policy decisions that are effective in improving the condition of forests and the various forest-based resources and ecosystem services? What are the important roles for public agencies in the management of forests, and what tasks lie ahead for interested citizens?
