ABSTRACT

This chapter continues the discussion of policy begun in chapter 4 with a specialized topic of modern forestry, the temporary transfer of some of the rights to forest properties. Landowners (and government resource management agencies) often contract with others to perform specialized services for a period of time while retaining the right to determine the fundamental objectives of land management for themselves. Tourist concessions in forest parks are one example. Contractors obtain the right to sell the tourism services (food, lodging, guide services, etc.), but they compensate the landowner or park management for this right and they operate within contractual limitations that are consistent with the overall management objectives set by the landowner.
