ABSTRACT
To this point, we have examined the general pattern of development in forestry and the characteristics of forests in three stages of their economic development. The remainder of the book reviews the characteristic structures and behaviors of the different classes of forest landowners: industrial landowners, institutional landowners, non-industrial landowners including forest farmers, and the public. These landowner distinctions are common around the world and they are classic to the analysis of forest policy and management.
