ABSTRACT
Torture, as you read in the previous chapter, was abolished as a legal procedure by 1800. In the 20th century, torture became a pervasive phenomenon around the globe (Forrest 1996). Why? In this chapter, I explain the rise of modern torture. Central to this explanation is the nature and the role of modern states and the politics of national security.
