ABSTRACT

The domestic stability prevalent under the Third Duma did not prevail in foreign relations. France and England were staunch allies of the tsarist government, but this was closely connected with the championship of the Balkan Slavs, who were politically liberal. Austria was regarded as an enemy, not least because of its annexation of the Balkan principality of Bosnia-Herzogovina. Still, the balance of power was shakily maintained and the Russian populace was more concerned about the situation at home.
