You need to plan carefully who you intend to speak to in order to get the facts of the story (the who, what, where and when) and who you need to interview in order to give it depth and drama (the why and the how). You need to interview a sufficient breadth of contacts to ensure that you are getting to the truth and not just a small part of it.
