ABSTRACT
The extent of harassment and uncertainty experienced by Canadian producers as a result of the current application of US trade laws is now a general problem for all foreigners. It is becoming very clear that the United States is experiencing a protectionist phase in its trade relations. Despite this, some political scientists still believe that the United States is continuing to follow a 'liberal' trade strategy. This chapter examines the evidence which suggests that the United States is no longer a liberal trading nation and shows that instead, it is using the administration of US trade law as a non-tariff barrier to trade.
