ABSTRACT
Of particular concern to Canada, the largest trading partner of the United States, is that it is particularly vulnerable to abuses in the administration of American trade law. Indeed, probably the key reason that Canada is now pursuing negotiations for a comprehensive bilateral trade agreement with the United States is to regain the secure and assured access to the US market that Canada thought it
had achieved through membership in the General Agreement on Tariffs and Trade (GATT).
