ABSTRACT
German foreign policy assumed a more aggressive and expansionist character under Wilhelm II. From the late 1890s, under the governments of Hohenlohe and Bülow, foreign and imperial policy assumed greater importance on the domestic scene. As we have seen, there had been attempts to whip up nationalist enthusiasm at home in support of the expansion of the German fleet and a more assertive foreign policy.
