Who should lead the project?

It would be rational if the project leader came from within the school. This tends to engender a greater sense of ownership than if an outside agent or fund-raiser is used. However, the project leader must be furnished with the resources to carry out the task, i.e. time, motivation, etc. (review pp. 26-8).
