ABSTRACT
Inspection is an example of evaluation by outsiders. An alternative approach is evaluation by insiders, by those directly involved in the institutions or programmes being evaluated. Such internal or self-evaluation is often promoted as being more appropriate to occupational groups, like teachers, that aspire to recognition as professionals.
