ABSTRACT
How far a parent goes in participating with a professional, and how much right and power they
have to participate, has depended until recently on the discretion of the individual professional.
The professional has decided whether the parent should be involved or not, and the parent
has had no recourse to law if they disagreed with decisions made or felt inadequately consulted.
