ABSTRACT
Paris was an unfortunate if inevitable site for the conference. Having come under enemy fire during the war the French capital hardly offered a neutral setting. Many Germans believe that having Paris as a setting portended a dictated peace. They claimed that an armistice implied a negotiated settlement between equals; but the Allies did not intend to have a negotiated peace any more than the Germans intended one in the case of Russia in 1918.
