French as a second language: the colonial heritage

A striking feature of the francophone world is that in the majority of the countries that make it up, French is not a vernacular, but a 'second language' for its users, serving either as an official or, less commonly, as a vehicular language (see p. 8 for these terms). The following situations are characteristic of a great many Third World 'French-speaking' countries.
