ABSTRACT

This chapter introduces the third part of the book, whose objective is to create a completely new conceptual approach to the development of the secondary towns and cities in sub-Saharan Africa. Ironically, the greatest impediment to the creation of such an approach is not to be found in any of the current assumptions, for example lack of political will, lack of skills, shortage of finance; these are not the core issues. The real blockage derives from the power of western Weltanschauungen to stifle indigenous intellectual creativity.
