ABSTRACT

The focus of this final chapter is a policy-oriented examination of third level coherence of the ENP as an ‘umbrella policy’: the extent to which it establishes positive connections between the norms, actors and instruments it encompasses. The previous chapter dealt with one aspect of that definition, namely the utility of soft legal action plans in drawing together different actors within the Union and third countries towards a coherent neighbourhood policy. In offering a legal perspective on how these instruments brought procedural innovation to that end, it stopped short of answering whether that actually contributed to aligning different policies and initiatives towards a common objective.
