ABSTRACT
The above statement is taken from a booklet prepared by the Department of Health and Social Security, the Home Office, the Department of Education and Science, the Scottish Home and Health Department and the Scottish Education Department in 1969, which was written to guide those parents who felt that their children were ready for experiences outside their home and to those that found it necessary to place their children with other people. What a journey the development of childcare has made in the past 40-plus years!
