Planning precedes all management; particularly if there is to be a paradigm shift from bureaucratic inertia to innovative use of personnel, money, technology, and problem-solving.1 Strategic planning enables organizational goals to be set and facilitates a general view of organizational life, both internally and externally. It is the difference between crisis and strategic management.2
