ABSTRACT

Every person requires a perception of security, in the abstract or concrete, as a condition of life. People need to feel safe in their person and property. Security is fundamental to the stability of society. A person should sense that appropriate behavior will be reciprocated by others. Unfortunately, reality is quite different from the ideal. By deliberate or inadvertent action people may be injured or their property damaged through willful misconduct, ignorance, or neglect. That is the reason for law. Law is a compilation of rules of behavior derived from common practice and codified by some recognized authority that legally forces adherence.1
