At the end of this chapter you should:
Be able to distinguish between a local government's (LG's) external and internal environments.
Know the different types of responsibility centers that can exist within an LG.
Be able to argue that there is a role for profit centers in an LG, including shadow profit centers.
Understand why LGs have difficulty finding the right balance between a program structure and a departmental structure.
